Mark Refowitz

Board Member

Mark Refowitz has had a distinguished career in private and public sector healthcare for more than four decades. He served as the Director of the Orange County Healthcare Agency and the Chairman of the Board of Directors of CalOptima the County Operated Health System with more than 800K members for five years prior to retiring in 2017. He also served as the Director of Behavioral Health in Orange County for 9 years, and prior to that he was the Mental Health Director in San Diego County.

He has held numerous leadership roles with professional, trade association, private and governmental associations on both a statewide and national level. He has received numerous awards and certifications. He continues to serve on local not-for-profit Board of Directors and has worked with the Federal Trial Court advising on issues related to providing health and behavioral health care to homeless individuals and families.
